I am contacting Kasey White, GSA's Director of Geoscience Policy. If the GSA/IRIS conference room is not available for the GSW meeting, she may be able to recommend an nearby venue.
I can reserve a meeting room at the Geophysical Lab, but our campus is not near the Cosmos Club or a metro line. The Carnegie Headquarters building is at 16th and P Streets, NW (near Dupont Circle), but there may be a fee to use the facility, especially if the meeting extends beyond their normal business hours.

Apologies to all, but I just received this morning an update on our
financials from MSA. I've revised our spreadsheet accordingly (attached).
The differences are not great. Our projected General Fund loss this fiscal
year has increased by $110, but we still do not need to transfer any money
from the invested Funds to meet the target balance in the General Fund at
the end of the FY. Changes in values of our investments compared to the
previous spreadsheet sent out have been negligible (total +$77).

I don't know why this didn't occur to me at yesterday's meeting. Because we
are having so much trouble organizing a September meeting, and fiscal year
2018 is going to be an expensive one (the Bradley lecturer in November will
need travel money, we will have unusual expenses for our 125th anniversary
celebration, we will almost certainly soon be purchasing general liability
insurance, and there may be a second Bradley lecture in the spring of the
fiscal year), it makes most sense simply to cancel the September meeting.
We may be doing reasonably well overall financially, but that doesn't mean
we should have a real blowout year in terms of spending (especially if the
apparent membership decline continues). If you wish, we can vote on this by
email, but if it is to be a council decision by email, it must be unanimous.
Alternatively, those who were planning to continue to investigate a venue
for the September meeting can simply stop doing so - without a venue, there
will be no meeting. Our vote yesterday to have 12 meetings in the upcoming
fiscal year does not absolutely require us to do so, if it turns out that
doing so is financially irresponsible. When the Finance Committee and I
proposed 12 meetings, we were not aware of the potential expenses associated
with the anniversary celebration, and yesterday we approved 12 meetings
before we had discussed potential costs of the anniversary celebration.

The question right now is whether we should cancel September. But if 2018
Cosmos Club dates have not yet been reserved, how many events we will have
in winter and spring 2018 becomes relevant. Canceling September would give
us 4 in this fall. If we wanted 12 events total in the fiscal year, we
could reserve a date for the celebration dinner and dates for 7 regular
meetings in winter and spring. If we wanted to economize, we could reserve
for only 6 regular meetings in addition to the celebration dinner.
Actually, on the date for the celebration dinner - I'm not that sure that
late January is the best time for it. Spring might be a lot better. Given
what the weather can do to us in January, we might find we had a fancy
dinner set up that we had to cancel or that no one would be able to get to
because of unpleasant weather. The last meeting in spring would make a lot
more sense to me and would certainly be likely to have a much greater
attendance.
Sorry to keep extending yesterday's council meeting this way. We did do
things very efficiently yesterday, perhaps too efficiently.

Another point - I just looked again at the general liability policy, and it
covers only damages awarded by a court, court costs, and bonds. It does not
cover legal expenses for those who are sued. Alex is right, we would need
D&O insurance to cover those as well.
