As to the motion passed at the meeting that "we offer a one-year membership to the Society for [virtual presenters] or a person of their choosing, if feasible for tax, legal, and related reasons," I am of the opinion that this is indeed feasible from a tax standpoint (and eminently sensible from a fiscal standpoint), as long as it is made clear that the "person of their choosing" be someone from among their students or research group (remote as the possibility might be, we don't want this to be something they could sell off on eBay).

New suggested wording based on the conversation:

Cottrell moved that for presenters at virtual Regular Meetings, we offer a one-year membership to the Society for themselves or a person of their choosing, if feasible for tax, legal, and related reasons, and subject to the application process.

I don’t think that’s out of bounds with what was passed, and I think captures both clarifications. The virtual Regular Meetings are permitted for the duration of stay-at-home orders, etc., as documented later in the meeting. And I think that allowing a control on individual cases is easier than trying to catch all the cases of colleagues and students and professional acquaintances and family members would be legitimate recipients.

New suggested wording based on the conversation:

Cottrell moved that for presenters at virtual Regular Meetings, we offer a one-year membership to the Society for themselves or a person of their choosing, if feasible for tax, legal, and related reasons, and subject to the application process.

I don’t think that’s out of bounds with what was passed, and I think captures both clarifications. The virtual Regular Meetings are permitted for the duration of stay-at-home orders, etc., as documented later in the meeting. And I think that allowing a control on individual cases is easier than trying to catch all the cases of colleagues and students and professional acquaintances and family members would be legitimate recipients.

As to the motion passed at the meeting that "we offer a one-year membership to the Society for [virtual presenters] or a person of their choosing, if feasible for tax, legal, and related reasons," I am of the opinion that this is indeed feasible from a tax standpoint (and eminently sensible from a fiscal standpoint), as long as it is made clear that the "person of their choosing" be someone from among their students or research group (remote as the possibility might be, we don't want this to be something they could sell off on eBay).
